I get the basics of PFS but one thing that really confuses me is that the "We Be Goblins" scenario is a sanctioned module (at least when you are purchasing it, it says it is) but it is for goblin characters. PFS information, FAQ, and the additional resources all seem to say that goblins can't be played in PFS games. How do these two opposite things square? Am I just reading something wrong? TIA =)

You play pregenerated goblin characters for that module, and apply the credit for that module to a different non-goblin character.
PFS Guide To Organized Play pg23 wrote:
For modules below level 9, if you do not have a character in the correct level range, you may use a Pathfinder Society pregenerated character, available on paizo.com. If you play a pregenerated character, you apply the credit from the pregenerated character played to a newly created character, with the GP gained reduced to 1,398 GP (or 699 for slow advancement track characters). Equipment listed on the pregenerated character sheet may only be sold to clear conditions, such as death, during the play of the module and any remaining gold does not carry over at the end of the module.
We Be Goblins Sanctioned Module Rules wrote:
Players who wish to receive Pathfinder Society credit for playing through We Be Goblins! must use one of the pregenerated goblin PCs provided in the adventure, beginning on page 12. Because goblins are not a legal PC race for Pathfinder Society Organized Play characters, there are no rules for creating custom Pathfinder Society PCs for this adventure.
