In GMing Kingmaker at this time and have stumbled into a real life problem.
Our group is way too busy - our next session is scheduled at halway of July. And as I've just picked up roleplaying after 8 dry years, this is not enough for me.
So, I'm planning to GM a new group with a different AP.
As I've found out, KM is excellent. But I want something different for the new group, namely another AP. What I'm looking for in an AP is:
-Heavy roleplaying
-Not wilderness oriented
-More railroady kind of approach
-Theme doesn't matter (except as noted above)
Any suggestions?

Rise of the Runelords is generally the consensus best, and they are re-releasing with a pathfinder update soon, so lots of product support goodies are coming (see the Wiz kids miniature line)

It sounds like you would do fine with most of them. Serpent's Skull should be avoided, since it is a sandbox campaign set in the jungle with limited NPCs. Jade Regent is a bit heavier on the wilderness and is (in certains ways) more of a sandbox than the others, so it might not be exactly what you are looking for. Council of Thieves would probably fit you best, as it is set in a city and there is a quest-giver who basically guides you through it. Carrion Crown would also be worth looking at, as would Curse of the Crimson Throne and Rise of the Runelords if you are interested in 3.5 APs.

Council of Theives was...well...not well reviewed. And I personally thing appropriately and fairly not well reviewed.
I actually liked Serpent's skull (for the most part, I have the same concerns as everyone else with the late stuff...)
Carrion Crown is also very good.

Council of Thieves falls short, because what everybody expected to be an epic guerilla warfare campaign against oppressive diabolic Chelaxian regime turned out to be a tussle with an underwhelming opposition with the "real bad guys" sitting out the whole AP on sidelines. The individual adventures are fine, but as a whole it just doesn't feel like it should.
I'd recommend Curse of the Crimson Throne (best AP overall, in my opinion) or Carrion Crown (the wilderness elements aren't as prevailing as in KM) or Rise of the Runelords Pathfinder Edition which will be out soon (great, classic AP with some truly memorable scenes and encounters. Also, hillbilly mutant deranged ogres).

Curse of the Crimson Throne is really good. You can actually mix it with RoTRL very easily as there is some crossover in the books.

@Hargoyle... Was this update to PFRPG announced somewhere and if so could you give me an idea where? I must have missed it and would love to read it myself!

Eliminate skulls and shackels and KM both designed around a sand box approach.
I haven't played Curse of the Crimson Throne but it sounds awesome from reading other people posts.
I didn't like Rise of the Runelords, lots and lots of fighting.

By and by, Carrion Crown seems like a good choice. The only problem is that it looks very.. goth. Teeny-weeny-itchy-beesy-goth. I'm not a big fan of Ustalav or the themes it represents, so I have to consider this.
By the way, which of the APs is the first to use the PF -system? This is important, because I don't want to go back to 3.5.

I just finished running Council of Thieves, which fits your requirements. (Only 1/2 of a book is not in the city) My players & I liked it just fine.
The main issue is that the House of Thrune and the Church of Asmodeus are only a campaign setting elements in Council of Thieves - they are not players. It also assumes the characters aren't happy with the House of Thrune, so Cheliax lovers don't like the AP.
If you and your players are ok with this - then Council of Thieves is a good AP.
