Gaze attack: 2 forms, 1st as per Dominate Monster DC 33 will negates, Works on undead. 2nd Fascinate 1d4 Rounds DC 33 will Negates, Works on Undead.
Blood Boil: Standard Action - all targets within 60 ft take 15D6 damage DC 33 Fort halves, works on Undead.
Blood Call: Standard Action - all targets that have taken damage from Blood Boil and not received a healing spell since take 1d6 Con damage or 1d6 Cha damage if undead. DC 33 Fort for half.
Blood Drain: as per vampire but 1D6 Con damage, or 1D6 Cha damage if Undead.

If you guys could give me an idea of what CR this would be it would be really helpful. I am personally placing it at a CR 27 but with the massive amounts of HD and some nasty abilities I am not sure. Any information you guys could give would be great.

Thanks

As silly as it sounds you forgot the damage reduction. But otherwise I really like it, and I would give it a 30 possibly.
