His hp are quite high for his level and Constitution (average 8,25 on d10, assuming the first hd was maximised) but within possible results.
Saving throws should be: Fort +12, Reflex +3, Will +9 (i.e. current numbers lack the bonus for divine grace).
Attack: Flames of purity* +12 (1d8+6 plus 1d6 fire, 19-20/x2) and bite +5 (1d6+2) or lance +15 (1d8+10, x3) and bite +5 (1d6+2) or bite +10 (1d6+5) and 2 claws +10 (1d4+5)
Base Atk +5, CMB +10, CMD 19
Skills: Lots of skill ranks unspent - he should have 15 ranks total or 20 if he is half-dragon, half-human (which would also give him aditional feat). He should have at least +2 in Perception because his Wisdom bonus is +2. His profession Soldier should be at least +6 if he spent single rank on it. Knowledge [cult of lathander] could be probably replaced with knowledge [religion] unless you insist on very specific knowledges.
His speed should be 20 feet as breastplate reduces movement and I don't see anything that would increase his speed or negate reduction. His mercies are not stated and he can prepare one more 1st level paladin spell.
