Could 1st level spells count as cantrips/orisons when reaching epic levels? It seems fair. But could it be exploited too much? Thoughts?
Should be 1/2 a level, as in any other calculation based on spell level like pricing. To me, is far prom OP. At epic levels, the only use you can have for cantrips is for fun and roleplaying off combat. And the game has never too much of that.
