well it would be some sort of ice wall and hydraulic push.
Perhaps:
CL+Int vs CMD to move the target 5 feet to whatever direction you please (if the landing space is not deadly), when you succeed you instantaniously create a force effect between the targets space and the space you want him moved trough.
He takes 1d6 slashing and piercing damage per CL, reflex half, and lands prone in the designated square.
So you've got 2 saves, but you move him, deal damage and he's prone.
Lvl of the spell could be 3, take an appropriate max damage per spell level.

Is the target compelled to jump, or is he pushed? What's the range?
If the effect is save or fall, let's say, 10 or 20' per caster level, that's really not all that powerful. I suppose you end prone at the end of the time.
What if there's no open space for the window in the AoE...stuck in the Ethereal, or no effect?
This is sort of like a hostile blink spell.

Hyrdraulic Push is L1 and has no such restrictions on safety of square nor a save vs the combat maneuver part, but you do get a save to not fall off cliffs I believe.
So I agree, single target 1d6 per level max 10 dice ref save for half damage and not falling prone. Otherwise L3, only catch is it is conjuration and evocation. Maybe if you describe it as a force push through "shards of force" then it can be single schooled.

There was a spell in 3.5 called Defenestrating Sphere.
It was a ball of air that threw people around the room, knocking them prone. If there was a window nearby, it would aim for the window, otherwise it just sort of tossed you around randomly.
