A friend and I are running PFS scenarios at a local store and have recruited more GMs so we can play too. We have been doing this on our own. We also have enough players that we will need 3 gms if all of our regulars come every day. The closest Venture captain is in a city about 40-50 miles away.
I've looked up the requirements for a venture captain and neither of us can commit to that for both financial and time available reasons.
Yet the requirements state the venture captain is supposed to:
* Maintain and update monthly a full report of local game stores including contact information, manager's name, what Paizo products they carry, and whether or not they're running Pathfinder Society Organized Play events (with or without your assistance). Work with these stores to ensure they are registered on paizo.com/paizo/about/retailers.
* To the best of your ability, ensure that all Pathfinder Society Organized Play sessions run in your local area or region of responsibility are reported and reported accurately.
I have been working with my friend to make sure things do get reported... and have volunteered to report all the stuff he and the other GMs run so we can make sure they start getting reported (I have always reported mine).
Are we supposed to work with the nearest Venture Captain somehow or can we just continue as we are.
What is a Venture Lieutenant?
Any help on this would be appreciated.

The job description of a VC is like a job description. It paints an ideal candidate. I once joked that not even Josh Frost (at that time he was leading PFS) would truly qualify if applied verbatim.
So back to your question:
Do you need to be in contact with the VC? No necessarily but I think it would be a nice gesture to send him at least a note via e-mail. He should be interested in your work. And maybe you can help him / he can help you.
On the lowest level it could be that some players contact him and he sends them your way.
A Venture Leutnant is someone working together with the VC. They have less responsibility but also get a few perks from Paizo. Looking at what you do it seems you might be a good candidate.
Off course - as VL you work together with the VC - so then you have to be in contact.
I wait for a VL to chime in or someone to link to the thread describing the VLs in more detail.

You can certainly continue as-is if that's what you'd rather do. However I'm betting your local VC would be happy to help you with any problems you come across and likely lend a hand every now and then as available. They're also good when it comes to trying to organize a local convention and possibly get help from Paizo in the form of boons and possibly free acces to scenarios (not positive on the requirements of such).
If nothing else reaching out to your VC will help him get accurate numbers back to Paizo about the player-base in your area.
A venture lieutenant is kind of a sub leader to the VC with appropriately less responsibility and influence.

The descriptions above of the Venture Lieutenants are accurate. We assist the VC with growing PFS within their territory and receive a few perks, but don't have the same level of resposibility as they do.
Some VLs are in the same major metro area as the VC and some are in farther flung locations that the VC is supposed to ideally oversee.
MUST you contact your VC to continue what you're doing? Of course not, however I am certain that your VC would appreciate hearing from you and may have resources to offer you in terms of gms, players, a direct connection to PFS leadership, answering questions, solving problems etc. The venture officers are a useful bunch. :)

The venture-captain can offer assistance as needed, act as intermediary between Paizo and your local store, and provide backup should things grow beyond your ability to manage or should something come up unplanned. Additionally, the VC can then count the activity in your town as part of their regional saturation, which helps us allocate resources from campaign HQ. So I'd urge you to contact your local venture-captain, if only to let them know what a great job you're doing. I can assure you that it won't turn into a bureaucratic nightmare nor with the VC try to wrest control of your local group from you. Only good things can come from it, and perhaps you'll find yourself with a bit more ammo to use in future coordination efforts, perhaps even as an official store liaison or venture-lieutenant.

I'll add that, as far as I know, the VL position is something that VCs are responsible for requesting from Paizo. That is, while you apply directly to Paizo to be a VC, there is no similar process for VLs.
As Kristie says, your local VC might be able to help you out - they have access to some exclusive scenarios that you might be able to convince them to come out and run for you. They can also help you with advice or support. In return, you're already helping them! Their mandate is to grow PFS play in the region, and it sounds to me like you're doing a good job of that.
Nice work, by the way. As a fellow event coordinator, I appreciate the amount of work you've undertaken; PFS is better for your involvement!

I know you didn't intend it this way but feel I have to clarify just a little.
My friend is also heavily involved in growing Pathfinder Society in our area. I can't take full credit for it. It is more of a 50/50 thing. He has been negotiating with the store and got them to help us out a little.
When I offered to record everyone's sessions, I joked "you are acting venture captain, and I will be the venture scribe". I did it because he hasn't recorded any session I was a player in that he GM'd, and I felt it would be least confrontational if I just offered to do it for all GM's.
Also, it is not about them seizing control from me. I don't really feel "being in charge" is important.
