no it only applies once. Unrest cannot go negative. If you already have 0 unrest and build a house, there is no change to unrest.
Thanks for letting me know. And just out of curiosity where does it say that in the rules? It has been a little challenging for me to catch onto all of the kingdombuilder rules.

In the kingdom building section of KM #2, Rivers Run Red.
Thanks - luckily I found that section of Rivers Run Red -
But like a Jail is Loyalty +2, Stability +2 and Unrest -2. Are all of these for 1 month only? I thought they lasted as long as you owned the building. If not, where does it say Unrest is treated differently.
Again, just curious as to why I am missing the rule.

I don't have the book available to me right now, but i'm 100% certain that it says that modifiers to unrest from buildings are not cumulative, they are a one-time modifier. Modifiers to loyalty, stability, and economy remain with the kingdom each month. But you don't apply them cumulatively each month. so a Jail would be a flat +2 Loyalty, +2 Stability that you add to your Kingdom's stats. You wouldn't add another +2 to Loyalty & Stability or another -2 to your Unrest the next month from that Jail. The +2 is already accounted for and the -2 to Unrest has already been applied.

Ah I found it. Page 58, under Building Types, last sentence of the first paragraph under that section: "If a building affects Unrest, it does so only once, when it is first constructed."
