Unaware Targets

What are the rules for striking a totally unaware target?

I'm thinking of letting everyone gain sneak attack damage for attacking truly unaware targets.

The rules say that they would be flatfooted during the surprise round of attacks.

No it shouldn't. I'm obviously thinking about a house rule. What is it with arm chair moderators complaining about placement of threads instead of just flagging them.

Here is my house rule: fighters get stealth and perception as class skills, no invisibility or silence spells, unaware targets are helpless.
