Or have the Sahuagin successfully extirpated Skum from the region?
I wouldn't call it a hot bed of activity for them, as the established precedents for their interests focus more on the undersea ruins of Azlant and the Sightless Sea, but there's no reason you couldn't find some deep down in the area if being there furthers their inscrutable interests. And I think learning more about the Eye (and trying to find a way to manipulate/employ/recreate it) would definitely count as "inscrutable interests."
