YEah OI hate that F*@&! The version from the books should translate directly with little trouble. Dungeon Magazine has him a 7th lvl wizard as i recall. His most powerful incarnation however is a 17th level wizard From one of the mystara 2E books. The karkamekos book if memory serves.
I homebrewed him as a lv 6 Wizard (enchanter) for a pathfinderized homebrew of the origonal adventure. Than i found Someone had already done it in dungeon 150 and my project lost steam.

Bargle is the original guy you want to kill but can't. I think a conjuration wizard with the teleport feature is the way to go.
Remember the guy exists to get your goat. You never get a clean shot at him, and he will run at the drop of a hat.
But he will come back. And come back. And come...
Yeah, as a player I wanted to kill him so bad and now that I'm getting ready to GM my own game I want him as a recurring villain to mess with my players. I may start him at level 7 like in the Dungeon issue but I'll keep upping his level as the campaign goes on.

I would use the level 17 version of him, but have him send out clones for the PCs to interact with. That way, if he can't escape, the PCs are left with a pile of melting snow, so they know they've been gipped! Muhahahaha!!!!!
Clones have half the original's spellcaster level, right? Or is that 3.0 or 3.5. (I'm stealing this idea from a friend's campaign.)
EDIT:
I mean simulacum. It's 7th level, so you can have a 13th or 14th level Bargle that sends out 6th or 7th level simulacra of himself to make mayhem for your players.
RE-EDIT:
How cool would a Staff of Elusive Images be for a BBEG? Mirror Image (1 charge), Mislead (2 charges), Projected Image (2 images), Simulacrum (3 images), Clone (3 images).
RE-RE-EDIT:
The simulacrum of Bargle could cast lesser simulacrum on himself, arm the lesser simulacrum with some wands and scrolls, and have it be an opponent starting at 1st level!
