Pretty much what the title says. How does someone nominate a region to get a venture captain/lieutenant/officer for an area?
My region has a pretty healthy amount of pathfinder society players, but the closest venture officers are rather far away. It seems unfair to them to make them drive 2-3+ hours to run stuff at our events. Not that we don't enjoy antagonizing the hell out of them when they do show up :P

Sounds like you could use a Venture Lieutenant! Ask one of the organizers if they had ever thought about it, or email Mike Brock asking if he thinks the region needs another officer. Mostly, a Venture Officer occurs when someone is dedicated enough to want the position and the campaign staff agrees they can do it well.

Alexander is mostly correct. There is currently no way to apply directly for a position of Venture Lieutenant - VLs are appointed by the local VC as necessary to help them in their jobs. If PFS is frequent enough that another body is needed, or if the area is wide enough like in your case, the VC can ask a VL to help them out. Pendin approval by Paizo, of course.
Although Mike has a list of places in which he's actively searching for new VCs, anyone in any region can apply for a position in their local area. It has happened before (St. Louis, if I'm not mistaken) that the application was so strong, and the arguments for a VC so convincing, that he accepted the candidate even though he hadn't been looking for a VC there.
Your group's first step should be to look over the VC resposnsibilities list and determine if anyone is willing to commit to that. If so, they should make the case to Mike as an application. If there isn't, you could approach your local VC and float the idea of them appointing a VL in your neck of the woods. Though I should say, I'm not entirely sure what the rules are for VCs appointing a VL that is "out of their jurisdiction.". (For example, could the VC for Edmonton, Alberta appoint a VL in Calgary, Alberta, two hours away?). This is a question better asked of Mike.
But regardless, you don't necessarily need a venture-officer to grow the play in your area. You can defray the costs of scenarios by having each player throw a buck down at their table to help the GM pay for the scenario they've purchased, and anyone can go into a store and ask the owner/manager to let hem set up a game day or regular evening event.
