Land of the Linnorm Kings: Why Isn't Infuse Effigy Also a Witch Spell?

I'm not certain if somebody has asked this question before, but every time I read through Land of the Linnorm Kings it keeps coming back to me: Why isn't the Infuse Effigy spell a witch spell as well? For a class that is all about placing curses and hexes on their targets, why don't they get one of the more versatile and flavorful curse spells? Was this perhaps an editorial oversight, or did the author(s) really think that witches shouldn't have access to this spell? And, if so, what was their reasoning behind that decision?

I have just house-ruled it onto their list ;)

It's 75% editorial oversight, 25% personal preference (not every spell should belong to every class). There's certainly no problem game-balance-wise giving the spell to witches.

I'm totally cool with the idea that not every spell should belong to every class- otherwise, what makes class A different or unique from class B? Design (and flavor) is always a #1 concern of mine, which is why my question focused on why witches didn't get a spell that seemed so, well, witch-y.

At any rate, I think I'm going to house rule that witches do get to learn this spell, although whether or not any witch in my games will actually take it (outside a Land of the Linnorm Kings/Irrisen adventure) is a different matter.
