Magic is rare / illegal Campaign

My brother is building a world and he wants it to be a place where magic exists but is very rare in the civilized world (it's been outlawed and put down by the oppressive government). I'm afraid, though of how it will upset the balance between the power of caster/non-caster classes, since casting a spell in public could potentially get you arrested or lynched.

Any ideas on how to make it balanced? Anyone done this kind of thing before? Thanks.


I suspect that risk (lynching) would be nicely balanced by the over powered nature of a caster in a world with no caster.


Is the intention to make it nearly impossible to use magic, or is it just to force the players to be careful and clever?

In a world like that feats like silent spell and still spell would be very handy feats to have.

Is your brother creating any magic detection devices or spells that are used to locate spell casters? Things like equipping the local police with permanent detect magic ability?

What level will the party be starting at?

Have you considered the impact of magic being outlawed on your lawful casters?

It sounds like it could be a fun and interesting campaign, but I hope you don't end up with frustrated caster classes.

Yeah, that's what i'm worried about. Players not getting into it as spellcasters because of the limitations. Not sure about the magic detection devices. Probably not though. The party starts at level 1. I guess lawful casters would believe the nations law is invalid, evil, whatever. . .and have their own guidlelines, put down by a guild, or mages of old, etc.
