I've seen it mentioned that Paizo's PFS staff view the pool of retired lvl 12 characters, at least in the context of knowing how often to publish retirement arcs/events.
It got me thinking. In my limited experience, about 1/3 of my sessions I've played went unreported.. or at least not showing up on my character's PFS portfolio, anyway. Not to call out GMs in my area.. I'm just assuming that's somewhat normal.
So, how does Paizo KNOW when a character has hit level 12 or is retired? There's a way for GMs to report a permanent death, but not a way to show 'going out of circulation' while NOT dying.

This is exactly why we stress that all sessions should be reported. Sure, there could be hundreds of unreported 12th-level characters, but if we have no way of tracking that, they might as well not exist. But the number of reported Tier 12 sessions (of which each existing PC can play 4) is still not enough to justify producing more content of that level, as so few people have played the content we have made already.

Erm, if I'm not mistaken, each PLAYER can play 4, as only one of your PCs can do them. At least locally, a lot of people who have done the retirement arc have at least one other level 12 PC who can't do the arc (probably at least 75% of them). Some have more than one (the very active GMs). A better measure might be the number of characters with 33 or more scenarios reported (at least level 12).
This is not to say "we need a new level 12 arc NOW!" These players for the most part just enjoy playing. They would be almost as happy with more tier 5-9 scenarios as they would with a tier 12 arc. The challenge of a tier 12 arc is great for the players, but probably doesn't make sense from an organized play standpoint.

We can assume that it is unlikely at best that PFS will have perfect 100% reporting. Not even the US Census has that.
Unfortunately, for Paizo to "see" a 12th-level PC, perfect 100% reporting is required.
Thus, we can assume that the number of 12th-level PCs in existence is very very much underreported.
What could help is inserting a feature where we the players can click a checkbox that indicates whether our PC is 12th level. This checkbox would grey itself out if the PC hits 12th through module reporting.
Such a feature can only cut down on underreporting of 12th-level PCs.
As for Eyes of the Ten... assembling a table and a GM for a 12th-level arc is not easy. The number of characters who have gone through Eyes is likely to be a small portion of the total number of 12th-level characters out there.
