The PFS OP Additional Resources page for Inner Sea World guide does not list Elves (aquatic or vanilla) or page 25. This appears to imply that the aquatic elves are banned, by omission.
Next consider the reskinning rule.
Does this combination mean that in PFS OP one cannot say that their elf is an aquatic elf, even if they use PFS approved sources?
For example, can one build an elf PC, take the 'Spirit of the Waters' alternate racial quality to get 'as close as possible' to actually having rules as being an aquatic elf, and 'reskin' your elf to have the appearance of an aquatic elf & have a back-history of coming from the bottom of the sea? (even though, awkwardly, this character can't breathe water...)

Yeah, it seems that way to me too. It's just a shame that being able to breathe water incurs so much hate from the otherwise inclusive hiring policies of the Decemvirate.
Might also have to do with the fact that from what I've seen of aquatic elves they guard their treasures with a zealousy I've not seen elsewhere. Not gonna share your treasures with the PFS, we'll not share our membership with you!
That and if memory serves aquatic elves introduce a logistical problem with you need a constant supply of water to survive. As a GM I would not want to deal with it.

It might be an out-dated book at the moment, but the "Elves of Golarion" Chronicle book did mention (and have a picture) of Aquatic Elves and the Mordant Spire Elves (who were said to be equivalent to the 3.5e Gray Elves). Not sure if that helps much, but I would also say that your character should have some kind of way of staying above the surface and not suffocating (one of the 3.5e splatbooks, "Stormwrack", was dedicated to aquatic campaigns and stories at sea, and had a spell that let Aquatic races breathe air like Water Breath lets a non-aquatic being breathe underwater)
And only now I realized that this discussion is about PFS. So, I think my advice might not help anyone out either way. *Shrug*

You can't use reskinning to get around the allowed limits for play. What you can do is give an elf those traits and perahps claim an aquatic heritage somewhere down the line. (A perfect background for an aquatic bloodline sorcerer, or Wave Oracle.)

Aquatic Elves that appeared in Elves of Golarion has two problems. First, they were not statted out and thus simply flavor. Second bigger problem is that book was 3.5 and not Pathfinder rules.
Also, in Inner Sea World Guide, the Additional Resources clearly states that all human ethnicities are legal except Azlanti. The variant races for Dwarves, Elves, Gnomes, Halflings, Half-Elves and Half-Orcs are not used in Pathfinder Society. So, no you can not create an aquatic elf that has swim speeds, aquatic sub-type, etc... I believed they were initially banned to prevent overcoming the obstacles presented in water-based adventures, though the book was added to Additional Resources before I was hired. With that said, we currently have no plans to make any changes for this book in the Additional Resources page.
