Is the ancient Jistka language used in Golarion in similar ways as Latin was in Europe's recent centuries? I.E., language of academia, diplomacy, etc? I got that impression from the ever-so-brief description of languages in the Inner Sea World Guide, but I've seen little to support that interpretation elsewhere... particularly in that no scholarly/clergy/noble NPCs ever seem to know the language.

What we know is that the numbering system is apparently Roman numerals and that their alphabet was used by Taldane, Skald, and Varisian. The Hellknights were based (including their ranks, apparently translated or transliterated into Taldane) on the Jistkan legions. It seems likely that they use Jistkan ceremonially as well. The notion that aristocrats and scholars use the language is suggested by the ISG, but you're right, we haven't seen much of that. It was replaced by Osirian in what is now Rahadoum as the common tongue.
