Alright, so it's already been established that you can get dragonhide armor when your Fame permits or by spending Prestige, but it's not "always available".
What about a +1 enchantment? If memory serves (I don't have access to the PFSOP Guide from this computer, so I apologize if this is obvious), the "always available" list has separate list entries for "mundane gear except dragonhide" and "+1 armor and weapons". Does this separateness of listing mean that, once I have the base item, the +1 enhancement is considered always available? Or would it be correct to interpret the intent as being that I'll need sufficient fame to upgrade my dragonhide items to +1?
The latter seems the cleanest and most likely, but after discussing it a bit with the GM under whom I started my first druid, neither of us was very certain on this, so I wanted to check.
So basically, can my 6-Fame druid go ahead and put a +1 on his dragonhide breastplate (that he already has) as soon as he has the cash, or does he need to wait until he has 13 Fame?

since it is materwork and you can upgrade now from MW, and +1 is always available than I think you should just need he gold.

The issue is that when checking if you can enhance an existing item, you have to look at the total price of the item. +1 Weapon/Armor/Shield is always available, but since the base item of dragonhide is not, that would seem to call in the max gp requirement.
Essentially, the druid could not purchase "+1 dragonhide breastplate" at current fame, so cannot upgrade to that either.
The issue is a lot easier to notice when considering things like mithril full plate (10,500 gp), and at what points you can add +1 (or more) to that (11,500 gp, 14,500 gp, 19,500 gp, etc.)

If the armor, shield or weapon is masterwork, then the adding of the +1 enchantment is always available, per the rules. It does not matter if it is made from mithril, which is always available, or made from dragonhide, which requires Fame, or if it is something unique from a chronicle and not normally available at all, that first plus is always available and requires only gold and not Fame.

I follow your logic and makes sence.If wanted to buy +1dragon brestplate straight out at 1700 cant with 6 fame
If on the other hand at the end of firststeps buys the dragon brestplate-can. Than waits till next mod and spends 1000 gold to enchant-can. LOOPHOLE, but okay with myself.

Adamantine full plate is 16,500gp and is always available
Mithral full plate is 10,500gp and is always available+1 adamantine full plate is 17,500gp and is always available
+1 mithral full plate is 11,500gp and is always available
Both the base items, listed above, and the ability to upgrade to +1 is always available as long as you have the gold. How does the Fame limit needed to make them +2 make a difference in this discussion?
Dragonhide full plate is 3,300gp and requires a chronicle or 18 Fame to purchase
+1 dragonhide full plate is 4,300 and requires ownership of dragonhide full plate and 1,000gp
Under purchasing equipment there is a restriction on buying Dragonhide equipment. Later on under a seperate bullet point lists how to go about upgrading armor you own from Mw to +1. There are no restrictions on the kind of armor the +1 can be added to while staying "always available".

You make a very good point Vinyc. I think I was letting the dissonance of +1 adamantine full plate being available (technically) at 1st level, while +2 adamantine full plate would require something around 7th or 8th level influence my thoughts.
I agree, if you can purchase the armor itself, you can purchase the +1 enhancement. Even if +2 might be a long long way off.
