Scaling Metamagic Adjustment based on Caster Progression

I'm been throwing around the idea of modifying metamagic feats so that the spell level adjustment scales based on the class/spell it's being applied to. Something like -1 levels for characters with 'medium' spellcasting progression (bards, summoners, inquisitors, etc) and -2 levels for characters with 'slow' spellcasting progression (paladins and rangers)

Thus...

Quicken Spell becomes:

+2 spell levels for rangers and paladins
+3 spell levels for bards, inquisitors, and summoners

Maximize Spell becomes:

+1 spell levels for rangers and paladins
+2 spell levels for bards, inquisitors, and summoners

The lowest this can reduce the spell level adjustment to is +1 spell level.

This would allow all spell casters to start using feats like Quicken around the same time.

I've already found some room for abuse with the magical lineage trait and with the magus, but in what other ways could this be abused?
