So for the Taldor Prestige Award under Noble Title(Fame 20, 1PP) it says "You become specialized in Knowledge (nobility) question." Does this mean you gain a +3 to it, and is it the equivalent of a class skill or the feat skill specialization?

No, it does not grant the equivalent of a feat in skill specialization.

Pathfinder Society Field Guide, pg 13. wrote:

Many of the prestige awards and recognitions or resources that faction members purchase allow a character to become specialized in a skill. When a PC becomes specialized in a skill, that skill immediately becomes a class skill for her. as a side not/ tagalong question. do those titles and deeds that list Fame & Prestige mean "minimum 20 fame, cost of 1 prestige point" for the Noble Title for example? or you get these benefits at 20 fame etc automatically because you're so famous?

It's a minimum fame requirement and a prestige cost. So you have to have at least X fame to have the option, and then have to spend Y prestige to actually get it.

figured it was something like that. but couldn't find it in the book anywhere that it explicitly stated it. ( and found some of them a little odd b/c some mimic beginning Traits, but have a 10 Fame, 5 pp cost. )
