Hero Labs says The Seventh Veil (a Gnome goddess) isn't available to PFS characters. Is this true? If so, why?

Checking the Additional Resources page she is allowed. You should report it as a bug to the HeroLab guys.

It's also possible that she is listed in a PF Chronicle or other additional material that OP has not purchased.
