In the organized play book it says "Role-playing requirements for prestige classes in Pathfinder Society are waived." Does this mean the class has no requirements, you could have a second level duelist?!

What he means is that line refers to "Roleplaying" requirements only. Examples of this are things like the Pathfinder Chronicler needing to sell something they've written, or a Hellknight needing to slay a devil with more hit dice than themselves in ritual single combat under the observation of another Hellknight. Things like feats, skill-ranks, caster levels, and basically anything quantifiable still needs to be fulfilled.

I think he means 'Role-playing'. Most requirements (e.g. BAB +5, 2 ranks in knowledge (planes), dodge feat) still apply. The only ones that don't are things like 'a character must obtain sponsorship from an existing member of the organisation', etc.

That is correct. A duelist has no role-playing requirements to waive. You still need the +6 BAB, Skills and Feats.

An example would be the "defeat a devil" requirement for the Hellknight.
