There was a regional feat listed under Jalmeray, called Secret of Steel-Shattering Spirit (a quite nice monk feat) in the Pathfinder Chronicles Campaign Setting. When this book was reworked into the Inner Sea World Guide, this feat disappeared, though most of the other remained in some form. Was this feat left out as an oversight, or was it intentionally removed from the game? If so, why? Did the Devs think it was too overpowered?

I don't have the books with me at work, but most of the reginal feats that went away were added as clas abilities in the APG for either new classes or archtypes. might want to check there.

Checking my notes in my copy of the Pathfinder Chronicles Campaign Setting that I used to track errors and things I wanted to change once I got the chance to start work on a new version of the book, the feat you ask about is not only festooned with notations, but has a big green X through it. Some of those notations include:
"This feat needs some re-writing..."
"No" (this refers to the entire fifth paragraph of the feat)
"Robs from too many monk abilities."
"...can't qualify for BAB requirement..."
In short, the feat was cut because it poached too many abilities from the Pathfinder version of the monk. Not many feats in the Pathfinder Chronicles Campaign Setting went obsolete due to the new version of the game, but this one did. In addition, it's a relatively long feat, and not including it more or less meant including two that would have otherwise been cut.
