Weapon / Armor Proficiency Bonuses

Homebrew and House Rules

I'm introducing a variant rule into my campaign which may drastically alter combat, and I wanted some opinions on how to best accomplish it.

My goal was to make combat more epic and dangerous. My idea is, as characters (both PCs and NPCs) advance in character levels, their proficiency with weapons increases, allowing them to do more damage and inflict critical hits with greater ease. Such as:

Longsword (Medium Size)
1st level- 1d8 (DMG), 19-20/x2 (crit)
5th level- 1d8 (DMG), 18-20/x2 (crit)
10th level- 1d10 (DMG), 18-20/x2 (crit)
15th level- 1d10 (DMG), 17-20/x2 (crit)
20th level- 2d6 (DMG), 17-20/x2 (crit)

Likewise, proficiency with armor would increase the ability to resist damage and even absorb successful blows. Such as:

Scale mail
1st level- +5 AC bonus, 0 DR/-
5th level- +5 AC bonus, 1 DR/-
10th level- +6 AC bonus, 1 DR/-
15th level- +6 AC bonus, 2 DR/-
20th level- +7 AC bonus, 2 DR/-

I would like to couple this with a greater limit on weapon proficiencies at 1st level and perhaps the DR for AC rule from Ultimate Combat of 3.5 Unearthed Arcana, which would obviously change the armor advancement rates and bonuses.

What are your thoughts? Would this destroy a game?

Haha, anyone want to help me on this one or is it a lost cause?

This seems a bit... unnecessary. If you are at 20th level, you can enhance your weapons and armor to do the same things you have listed here. Also, if it is scaling up with level for both PC's and NPC's it is effectively not improving either of them. The only thing I can see it changing is that it does provide a slight boost for martial characters.
