Poppycock and balderdash. The PS1 had a hard time running Symphony of the Night at times(that clock tower...). The PS2 could barely handle the first big name game these guys put out. Just because it's 2D doesn't mean it doesn't have demanding hardware needs.
And honestly at this point I'll take high quality oldschool 2D handdrawn sprites where I can get it. Vanillaware just tends to do them really really well.

It doesn't look very hardware-intensive. And while the PS3 isn't exactly a powerhouse, it does have some power.
