Quick question, is it possible to buy pdfs as presents for other people?
If yes, do they have to have a Paizo account to get them, or can they sign up for the account after you buy them the pdf?

Yes you can! They do need a paizo.com account in order to be gifted. When you go through the checkout process, make sure "show gift options" is selected and during checkout there will be an opportunity to choose the person you wish to gift the PDF to. You will need to know the messageboard name (not a sockpuppet or alias) in order to find and select them as the recipient.
