Hello Everyone,
Just wondering if something might break the game to badly, I mean I can run around it but figured I might check here for some suggestions.
One of my players is wanting to Play a Magus/Cleric Dhampir, Noble Scion trait selecting Conte Tiriac who is mentioned in Ashes module. Also he is wanting to be from Varno as well.
Do you think that a background like this would potentially provide too much base information going into the game?

I don't see why it would. You don't get special knowledge for being either a Magus, Cleric or Dhampir. In fact, you may face prejudice for being a Dhampir.
As for Tiriac:
In other words, don't try to backstory in any knowledge about the servants and you don't get too much base information.
Besides, your GM is perfectly within his right to say that Tiriac has told you nothing of his servant going to Caliphas or what he is doing there, and that the most you know is that the servant disappeared one day on an errand.

Oh, one more thing...
If your GM does allow you to take the trait anyway, remember that you don't get any social status to command around the vampires of Caliphas. Varno is a long way from Caliphas, and their leader is far older and more powerful than Tiriac. They aren't beholden to each other anymore than America is beholden to the UK.

Not sure I'd give any characters links to major NPCs, especially one of the Big Bads from Ashes. It could open up some RP options though.
I agree that Tiriac is a very problematic NPC to connect to. Not so much because of his involvement in the Adventure Path (which is extremely minor), but because of what he is and the difficulty of what acknowledging children would have. Having an acknowledged heir would over complicate things if he had to fake a death to his "current persona" and acknowledging a Dhampir would tell all of Golarion what is going on.
Which is definitely why the GM may simply say no to getting that connection.
