Specific armors in core rule book

I need a ruling on this as there is a lack of rules on this subject.

I want to get Rhino Hide Armor for my pouncing barbarian:
1)Can I further enhance this armor to a +3 bonus?
2)Could I get this armor but change its base armor to say a chain shirt or a hide shirt so it was light?

I guess the over arching question is can I build a custom armor that has the +2d6 charge damage ability as long as I account for its cost?

A.) I don't see a problem here, pay 5,000gp and enhance the item to a +3 enchantment. This precedent has been established with mithril shirts, etc.
B.) Nope. One of the down-sides to organized play is that there's no crafting special items besides those available specifically in the Core Rulebook.
Enhancing the base item,--yes. Designing a unique item, even paying the full cost--nope.
