I guess I'm not sure there's much else that needs to be said.
I'd think you can only be damned once. I mean, once Asmodeus already has your Hell planned for you, what's the point of a second or third?
Assuming turning power over Cheliax to the devils was one; I'm curious what things Thrune did that meant it not only got in once, but thrice.
I guess it could (probably) be a figure of speech, but it's not as fun that way!

I explained it to my players as a three-folded contract between the House of Thrune and Asmodeus himself, a super-convoluted pact chock-full of fine prints and exceptions and seemingly grey areas (which are not!) that binds the whole land and people of Cheliax, even if unwilling, to Hell.
The power of the House of Thrune over the land and people of Cheliax, the presence of the church of Asmodeus and the devils walking among the streets are just the more blatant effects of the first damning piece of the pact.
The second and third damning are the more secret facets and conditions of this contract, a sort of blasphemous version of the Three Secrets of Fatima.
Knowing them would be the key to undo the power of Thrune and the grip that Hell has on the Material Plane.

Well, "thrice-damned Thrune" has both idiom and alliteration on its side, but "The Three Damnings of Thrune" has a poetic ring and sounds a lot like the "Three Sorrows of Ireland." Those three are, in order, the tale of the children of Lir, the tale of the children of Tuirren, and the tale of Deirdre of the Sorrows.
If I were a bard (which I somewhat am), I'd make each of the damnings an epic tale of some different facet of House Thrune and how they were damned. One would of course be the tale of the compact made with Asmodeus. Another would likely be the tale of some tragic tiefling born to House Thrune. The last? Maybe the Six Trials of Larazod, maybe something else.

I actually change it slightly, to thrune detectors, and those who may generally dislike or fear her, or do not live in cheliax, they would use the thrice damned house of thrune.
However in Cheliax, publicly everyone calls the house "The thrice bless of Asmodeus" It means a similar thing as above, but it makes Amadeus more promonit and it is a perspective flip. Thus instead of it being negative, it is positive.
as for what the three things, there are several ideas but my favorite is this one.
1.) delievering your soul and descendents soul to Hell
2.) delievering the nation's souls to hell
3.) encourging and promoting the worship of Asmadeus thus making the world's souls go to hell or attempt to drag them to hell anyways.
