Release Date for New Organized Rules w / new factions?

Do we have any idea when the updated Organized Rules including the new factions will be released? I'm hoping that we're looking at having it released prior to GenCon so everybody will have a chance to review it before showing up for the convention.

Season 3 starts on August 4; we will have the rules for playing in Season 3 available by then but can offer no specific date when they will be finished.

I am introducing some new players to PFS (doing char gen on 23rd July) and then playing the First Steps scenerios (30th July). I don't want to give the new players the impression that the character rules change all the time.

Is there any particular rules that would influence character generation for the First steps series. Obviously, the new factions won't be an issue, as we will only have finished 2 out of the 3 scenerios by 4th August. But rules like how to handle faction traits would be nice to have in advance.
