Typical US Government. Opposed to any form of Space Colonization it cant control. The most efficient colonization method is to send ten million women to live on the Moon and another tem million Women to Mars with 'men' in a sperm freezer. What do we have? A buch of stupid NASA fools peddling the most inefficient version.

As the Moon would be a sovereign state, NASA and the USA doesnt have any rights to the Scientific discoveries to be made there. Those discoveries would be the property of the citizens who colonize the Moon and Mars. As would the mineral wealth.

Thats how you pay for colonization. You declare a state, run up a colonization bill and hand the debt to the citizens of the new nation so they know why they owe you money.
