So I've played in at a couple cons and some home/store games for PFS and so far only 1 of all the games have been reported. Since its been longer then 6 months for most of these games and I'm going to give PFS another try (nothing wrong with the games just dismayed when nothing was reported) are my characters still level 1 with no experience (except the 1 guy with a reported game?). Some of the games I have the documentation for, others (the home/store games) I do not. Or do I count what I have documentation for and not the other games I have no documentation for? Or should I just keep it simple and start a new character?

If you have a physical Chronicle sheet that's signed by the GM you are good to go. Online reporting is 'nice' to have not 'mandatory' for a legal character.
However, if you don't have physical Chronicles from your Con games and home/store events then you are better off starting a new character. (Without getting into the question of why you don't have them, they should be given out by the GMs).

The Importance of Reporting Your Results
As a GM (and sometimes as the coordinator of a convention),
one of your most important (maybe sacred) duties is to
report the results of your scenarios online at paizo.com/
pathfindersociety. Reporting is a cascading effect. We need
accurate records so that we know how many people are playing
Pathfinder Society each month so that we can track growth so
that we can properly budget the Society. The more people that
play, the more money we dedicate to the Society (on potential
things like player and GM rewards). Failing to report can also
have direct consequences for a player who loses his chronicle
sheets—because we track things like sessions played and
prestige gained, we can do a fairly decent job of rebuilding
a character sheet that was lost in a fire or left behind at a
convention. If a character’s online records are not accurate,
then in a very real sense the character’s physical records are not
as well. Physical records always count as the truest accounting
of a character—but keep in mind the consequences of failing
to your report your sessions.
Reporting is mandatory; it is in fact one of the primary responsabilities for GMs and coordinators.
So, if your a GM and have unreported games, you can count on me personally hunting you down with a printout of the GtPSOP v.3.0.3 in my hand and offering your soul in sacrifice to the Prince of Truth!
