The more powerful angels -- Astral Deva and up -- can shapechange.
There are some obvious applications to this, from stealth missions to the occasional Prime Material road trip. Let's try something a little different.
It's canon that angels can make mistakes, sin, and occasionally fall. In some cases they end up as fallen angels in Hell or the Abyss. What happens to the ones that make a mistake, but don't quite fall? What possible penance...?
So you have an angel stuck in a mortal body. The angel's superiors commanded him into that form -- and then stripped the angel of most of his powers. He still keeps the basic angel qualities (darkvision, truespeech, immunity to acid, cold and petrification), and maybe a few low level spell-like abilities, but otherwise he's a mortal in a mortal body.
He's set down to learn... something. Humility? Compassion? Something he can learn by interacting with mortals.
Now what?

One of my favorite games btw. One character I was given was Kyriotates who normally don't have a form of thier own but possess others. He however was a servant of the Archangel Lawrence who sends his Kyriotates into the bodies of those who have died untimely deaths.
He woke up in the body of Bruce Lee, snuck out of the hospital (traumatising Brandon Lee in the process) and has been hiding out ever since.

Yeah In Nomine was the first thing I thought of too, I like that game. Not a big fan of the game mechanics but love the setting, history, concept etc.
