Say a person doesn't currently have a PFS character and that person wants to play a level 5 scenario, would it be ok for that person to create a level 5 character, provided the character met all rules? If so, what would the character's starting TPA and CPA be? Would those have to be each at zero or could they be something higher to be close to the other characters?

All characters need to start play at level 1 - this is stated in the OP guide.
The player could conceivably play a pre-gen, but I don't think they would get credit for the scenario, and I think most GMs would rather have them play a level 1 pregen and start from the bottom up, like the rest of OP.

It would not be okay to create a fifth level character. For PFS characters to be legal, they must start at first level. The only exception I am aware of is playing a pre-generated character of higher level which are available for download from the site. However, those characters have zero PA and the player does not get a chronicle sheet.

If someone truly hates low level play and wants to start out at level 5, they could always GM 12 sessions first. That would give you 12 GM chronicles and assuming they were all at least tier 1-5 or 1-7, you could apply them to your brand new character. After you're done running your 12th session, you'd have a 5th level character.

As the others have already said, to be legal the character has to start at level 1. You have about 4 options:
1 - Start a 1st level character and play it up to level 5. Probably not what you have in mind as that takes many hours and modules of play, but is the legal way to accomplish what you are asking, and receive a Chronicle.
2 - Play a level 4 or 7 pregen for no Chronicle. This is the legal way to play a character that is higher level, and lets a player experience higher level play although at a cost.
3 - Create a level 5 character in line with the PFS sanctioned modules rules and run the module 'for fun' and not 'for credit'. Obviously this is probably not exactly what you have in mind either but would be a way for a group of players to simulate 5th level PFS play, but again no Chronicle.
4 - (Or as Kyle ninja'ed) GM 12 sessions and apply all credit to a new character which would be level 5. Again, takes a few more hours to accomplish than seems to be the tone of your question however perfectly legal.

There is one other option, though it is time consuming..
Get a group to play Cult of the Ebon Destroyers (8th Level) and Tomb of the Iron Medusa (14th level), By the time they finish those they will have a 3rd level character. The rules for playing Pathfinder Sanctioned Modules are on the Modules store page, where they can be downloaded.

I kinda forgot about this interesting suggestion recently about how to 'get around' the level 1 start. Which I might even take 1 step further...
- Create your 1st level characters.
- Create an 8th level version of that character and play Cult of the Eboy Destroyers. Apply 3 XP to your level 1 character (now level 2).
- Take your level 2 characters and play Godsmouth Heresy. Apply 3 XP to your level 2 character (now level 3).
- Create a 14th level version of that character and play Tomb of the Iron Medusa. Apply 3 XP to your level 3 character (now level 4).
- Maybe by then it'll be mid-June and Academy of Secrets will be out and you can create a 13th level version of that character and play it as well. Apply 3 XP to your level 4 character (now level 5).
- Start playing tier 5-9 PFS mods.
