This elaborate headdress may vary greatly depending on its construction. Each hunter's headdress is made largely from the remains of a creature, displaying its skull, teeth, claws or other prominent features overtly. The most common amongst tribal societies feature animal skulls, hides and feathers. The most gruesome and terrifying may be masks made from human faces.
A hunter's headdress is associated with a single creature type or subtype, chosen from the ranger's favoured enemy list when it is created. When worn by a ranger, it increases the bonuses against the associated enemy by +2, even if the ranger does not have that creature as a favoured enemy.
As a special requirement, a hunter's headdress must be constructed primarily from body parts of a creature of the type or subtype the headdress is associated with.

That's true, I could add 'creator must be a ranger' to add another +5 to the crafting check for wizards and the like. It doesn't make a big difference.
If it was me I wouldn't just so that druids could make them for allied rangers or the lord sheriff could have one made by the court wizard pretty easily.
