The Steaming Sea section of the Inner Sea Guide doesn't turn up anything specific about anyone living in the Ironbound Archipelago beyond Mordant elves, gnomes, and Ulfen humans, though there are a number of named islands on the map that aren't covered in the text.
I've scoured Orcs of Golarion for any hint of an orc/half-orc settlement/culture along those lines several times over, so I know it's definitely not mentioned there.
Was it mentioned in a PFS scenario, perhaps? Somewhere else?

Until Land of the Linnorm Kingdoms is out later this year, the number of people who know more about this will remain small. At this point, it's only me and the author of that part of the book.
