I noticed a little Documentary on the French Town of Alt which has been progressivly falling into the Sea as the Limestone Cliffs give way. The French Plan is to build a new town a couple of miles inland.
However, there are other issues happening in france - Farmland is being devoured by Urban Sprall, and Forests and swamps are being cleared or drained.
But there is an Option and it can begin with the construction of Urban Towers in the English Channel off the coast of Alt. The Primary Industries can be fishfarming and Wave/Wind Energy power production, and a City that will fill the English Channel can be built instead of the Land based destruction that is occuring.
Thoughts?

Should the collapse come, i find it relatively easy to imagine a situation where we might see floating shanties clustered around the base of our numerous off shore wind farms, but i don't imagine that we we will see this as a result of planned development.

Not Shanties...an offshore shanty is called a yacht and they park them in Marinas...which is what you are thinking.
But no...what I am Suggesting is Highrise Towers that serve as Villages which are Commercial, Industrial, and Residential in purpose.

About ten or so years ago there was an idea in China which involved building high rise towers that would providing living space, farm and park land, and commercial space for somewhere between one and ten thousand people. It was talked about in Popular Science and I wrote up some material about them for my Transhuman Space campaign. The fact of the matter is that population will continue to grow and our best bet is to build up, not out.
