Are the races from Dragon magizine and the Dragon Magizine Compedium able to be legally converted

I was wondering if the races in Dragon magizine and the Dragon compedium were OGL

for your personal game you can convert anything you want. chances are if they were I'n dragon magazine and not I'n a later ogl product then it's unlikely they are ogl.
