I am with you. There are so many maps missing it is crazy. I've thought about complaining to Paizo because it is virtually impossible to run the AP without hours of crafting maps for the silly little encounters.
I've been DMing for more than 20 years and this is extremely frustrating.

What size map do you have? If you have a big one, draw an enormous city map with three or four entrances that fills the entire map. Use a new entrance for each encounter. Add in a shore-type area if you plan on running a water encounter.
Or just give wet-erase markers to the players and say "Waterfront map with ruins; go!"
A new thing we recently started doing for Book #5 is working out really well. I cut out a bunch of construction paper strips, some about 20 inches long, some 10, and some 5. Then I cut out a lot of little squares, some 1x1 inches large, some 2x2, some 3x3. When we get into fights, we assemble a map out of the pieces.
Really easy to do. It's a shame we have to do it, but, eh.
