Having a discussion with a player about whether or not minor items can be sold out of a slot if they are less than 4k gps. He's been pointing to the fact that there are different DCs for a sale based on whether the item is minor/moderate/major items. I think that's meant to cover those minor items that are worth more than 4k.
I'm pretty sure this has been answered before, but can't seem to find the thread. Any help would be appreciated.

For the most part, this is up to you as the GM.
Others can chime in with more suggestions, but from what I've read and what I do here's a short list.
I personally have switched positions on this. At first I was requiring my players to buy and then resell for the BP. Now, however, seeing that this causes a stagnant economy I am allowing them to sell the items as per step one of the Income Phase. Still limiting them to one item per district per turn. When they have sold enough to accumulate 4k worth, they get 1 BP. I don't believe this will break the system, and it allows them to at least get a chance at a decent item.

They can be sold out of the slot, at the same DC as other minor items, you just don't get any BPs for doing so. You do free up the slot for, so you can potentially get one that will give some BPs when sold.

Also, once your town/city has a gp base value higher than 4000gp and several moderate & major items, I don't even bother to roll the minor items anymore. Frankly, the town already can provide those items in virtually limitless supply, and having moderate or major BP producing items almost precludes ever selling a minor for BP again in that town.
