Courtier (Rogue)
The courtier works in the halls of power and can often be found in the courts of royalty. The courtier knows how to prod others into doing what he desires so well, they often think it was their idea. He collects information and twists the results to spread rumors and mislead those who trust him. And when the situation goes bad, he can escape the uprising.
Suave Tongue (Ex) At 1st level, the courtier gets a bonus to gather information checks equal to ½ his rogue level [minimum 1]. He has a lot of practice getting information quickly and takes only 1d3 hours to canvass people when gathering information. This ability replaces trapfinding.
Lost in the Crowd (Ex) At 3rd level, the courtier has mastered blending in with the swirl of people around him to conceal himself. He gets a 25% concealment miss chance as long as he has partial cover provided a creature. The concealment bonus increases by 5% for every 3 levels beyond 3rd. This ability replaces trap sense.
Rogue Talents The following rogue talents complement the courtier archetype: canny observer, charmer, coax information, major magic, and minor magic.
Advanced Talents The following advanced rogue talents complement the courtier archetype: dispelling attack, master of disguise, slippery mind, and thoughtful reexamining.

Lost in the Crowd (Ex)
Yeah, this one has problems. Ignoring the problem of reconciling the image of a dwarven rogue "blending in" in a crowd of elves, the rules already provide a circumstance for gaining cover from soft targets. Also, concealment comes in two varieties: 20% (for standard concealment) and 50% (for total concealment). Other values are undesirable, as that comes very close to requiring another entry on a character sheet.
I'd change this to playing off the current soft cover rules with something simple. Take the same numerical values attached to trap sense and grant the courtier that number as a bonus to his AC bonus from having soft cover.

Yeah, we use a d20 for the 20% (1-4) and 50% (1-10) rolls and so I figured wouldnt be too hard to increase like trap sense did.
I admit I threw this archetype together wanting a unique defense ability. Back to the drawing board.

how about?
Crowd Cover (Ex) At 3rd level, the courtier has mastered blending in with the swirl of people around him to protect himself. He increases his cover bonus against ranged attacks by +1 (+3 cover bonus instead of the +2 cover bonus for partial cover, +5 for normal cover, +9 for improved cover) if he has at least partial cover provided by one creature. The cover bonus increases by +1 for every 3 levels beyond 3rd for each additional adjacent creature (at 9th level he gets a +3 bonus if he is adjacent to three creatures or a +2 if only adjacent to 2 creatures). This ability replaces trap sense.
