Maybe I come at this issue from another viewpoint but I'd personally see spells being taxed as a service to be a good thing in that it legitimizes the trade. Legitimization turns it from a marginalizing attempt at survival that only old women and con artists really succeed at into a real enterprise like any other form of self-employment. I wish we had that level of legitimization here.
