The Grandfather tells me you can't take your less-than-lvl-5-character to a lvl 5 scenario. Tell me he's wrong.
Depends..
If it is a Tier 1-5 scenario you can play up from Sub Tier 1-2 to 4-5 if the APL (Average Party Level) is 2.5 or higher, but I would not suggest running a level 1, it will be harsh.
If it is Tier 5-9 the lowest level character you can have is Level 5 since you can only play up Sub-Tiers not tiers.

As evident from Josh's answer, one can only play-up within the levels the scenarios are designed for. Playing up is only possible within sub-tiers. Playing down is only possible is a charactecters level falls between sub-tiers; i.e. in a tier 5-9 scenario (sub-tiers 5-6 and 8-9) a 7th level character would be eligible for both sub-tiers.

Hopefully this is on Hyrum and Mark's list of things to change, as not letting a 4th level character play a sub-tier 5-6 or not letting a 6th level play a sub-tier 7-8 is pretty silly when a 1st level could play up to sub-tier 4-5 or a 7th level could play up to sub-tier 10-11.
I was also pretty sure that the "play, play play" rule allowed playing up a sub-tier regardless of APL if that was the only way you could play.

When used with an excess of caution. This should never be a 'normal' choice. It should be a difficult, last resort choice and these two rules are pretty much at direct odds with each other. "Play, play, play" is a fine rule for GMs to have as a last resort, it's a horrible, destructive club when players try to wield it.
