What about mass murderers? They often make great ubervillains. See Stalin, Josef ...
Even then you would never find them as the mastermind behind some evil world spanning conspiracy. Hitler and Stalin are up there with George W. when it comes to being the guy in charge of carnage but you dont see them as master manipulators who can play kingdoms off against one another in some long term goal.
Where is the guy financing the shipping of arms to the Rebels with a plan to push militant factions into conflict with the Republic of Bobsyouruncle just so he can destabilize a region?

Stalin and company are/were excellent manipulators in their own way. A nation the size of Soviet Russia is main-continent-spanning in operation and scope. In most game terms, they're mastermind enough. The Allies did not realize much about either Hitler or Stalin until mid-to-late 1944 or so. (When Patton and the Allied High Command had to make plans to consider having to tangle with the Red Army as a real possibility...)
