I don’t know of such a miniature, but I’m thinking perhaps a company that does pirate miniatures might be your best bet for finding something suitable? Eureka Miniatures and Old glory Miniatures are two companies you might look at for pirate ranges.
Another avenue might be to look at ‘modern horror’ miniatures – maybe from the Call of Cthulhu range) I think RAFM did them, but not sure if they’re still produced. There are some other companies that do modern horror type minis too.

What about giving this guy a weapon mod? Karlov Diedrich, Wizard (remove current weapons... add spear, harpoon or fishing pole)
EDIT: Thoughts... semi straighten the crook of the staff, use sword pummel as a reel, string white thread accordingly. (superglue thread for increased durability once positioned.)

Well, ok... I did a bit of very-quick photoshoping, cuz I'm bored. The right hand (formerly a sword), seems a bit odd, perhaps holding a green-stuff fish? The baubles on the staff make for nice lures... tack on a paperclip hook (with thread) and BAM! :D

Ah ok, I was looking at the "Gorton's" looking dwarf, lol. Most minis are 25mm, Reaper Warlord(purple packaging) minis are 28mm. I'd probably go with the Dwarf Fisherman, he's pretty close... pole and fish without modding.

Learn how or hire someone to sculpt on a beard and hat with greenstuff if you need something that specific. Usually finding something like that is otherwise like a needle in a haystack, especially since it's not a fantasy or space marine-esque figure. I don't mean to sound defeatist, but unfortunately they don't have minis for everything. You have to decide to be able to make do with what's available or learn to do conversions or pay someone else to do conversions for you.

Sculpt on a beard and extend his coat, cut the gun out of his hand carefully and replace it with a fishing pole or harpoon. (Plenty of spears from weapons packs you could use)

This guy would also work with similar conversion, though getting the gun out of his hand would be hard.
I checked Call of Cthulhu minis but couldn't find anything appropriate. Those are often good for something that looks more pulpy than fantasy or uber sci fi though (when you can't find it in Reaper Chronoscope). I also tried Foundry but didn't find anything.
