I am hoping someone out there in Paizoland has extended out the Racial Paragon rules in Unearthed Arcana to 10 or more levels. If no one has accomplished this maybe someone can give me a good idea how to logically do what I am looking to do. I am terrible with the crunchy parts of a game system so I hope someone can help me out!

I turned them into 10 level classes once, never test played though.
I also combined Racial Paragons with the bloodlines concept in unearthed arcana and gave them to every one for free, and you could spend a feat to get a better one (an elf would start off with Elf, but could spend a feat for drow, or draconic).
I created a Racial Levels system that sets Elves as a superior Race and allows several 'sub-races' via the taking of specialized Racial Levels and Feats. These are powerful enough that they count as Character Levels. Currently, a player has a Elven Ranger with 3 Ranger levels and 2 of the 'Elf' levels. She plans on taking a Third of the optional levels.
Ask your players for help, mine have abused mine, making me justify decisions and improving it a bit. So far...
There's a third party PDF called "In the company of gargoyles" that has a 20 level paragon class for the race they introduce. You could use that as a starting point.
