So far that has only been captured in the "choose your alignment" section. It gives +2 to 2 areas (or +4 to 1 area). Presumedly this can be changed, at the expense of Unrest. This seems to track cultures fairly closely (if somewhat simplistically).
I don't know how much need there is for wildly diverse culture options, as in the majority of Kingmaker campaigns, there will only be one "player" thus rendering the need for distinctions between the players unnessecary.
The closest thing I've seen as an expansion to this idea is through the creation of certain Cathedrals. (Being the final structure on the Shrine->Temple->Cathedral track.) Under this proposal, creating a Cathedral to certain gods can give certain unique bonuses (or immunity to certain Kingdom events). The advantage to this approach is that it allows players to take on multiple different bonuses if they are willing to pay the price and the game does not otherwise give you any bonus from having more than one Cathedral.
(Unlike cultures, where presumedly, the kingdom would only be able to select one.)

I've been wondering about this lately, myself. Everything in the literature suggests that the Stolen Lands can't even be considered to be civilized, for all intents and purposes. People live pretty far from each other and have very little contact outside the confines of the cities, which they can come to for the purpose of trade.
If we take a cue from the annuls of any regime attempting to create a national identity, the PCs should have some method of promoting themselves to form a cultural cohesion. I'm currently toying with the idea of advancing the party fighter, Marcus Muri and Akiros Ismort (recently redeemed paladin of Sarenrae) as the duchy's champions. I'm actually thinking of hiring some craftsmen to create little figures of our fighters and the city guard for children to play with.
My character has recently assumed the role of Grand Diplomat, and as such, I have some pretty high ideas of expanding trade, as well as founding academies to promote the inclusion of people and ideas from all corners of Golarion, including Taldor and Qadira.
Maybe it's a little far out of the scope of the AP, but I'm going to try to get my money's worth from my Poly Sci degree.

YOINK! This has to go in my campaign. It's good to be the king, but it's an entirely new level of awesomeness to have your own Action Figure.
I actually got the idea from the former "President" of Turkmenistan, who erected a golden effigy of himself in the capital upon a dais that rotated with the sun. Take little cues from real life dictators to make your kingdom your own... literally.
