Some roles (e.g.: councilor) have a vacancy penalty that state that your kingdom "cannot gain benefits" from a certain type of edicts (festivals in the case of councilor).
What exactly does this mean? That they are automatically set to the lowest level? That the players still choose a level, bonuses don't apply but penalties do? Or that there is no effect at all from those sorts of edicts (i.e.: no bonuses or penalties)?
Or something else entirely?

By "all penalties", I assume that means "no bonuses"? I.e.: if you don't have a treasurer and stick to the "None" taxation level, you don't get the +1 Loyalty bonus?
I could see having no treasurer and thus not being able to gain taxes as increasing the happiness of the citizens, and thus increasing Loyalty.

James I think the rules in AP#32 mention that vacant roles can be filled by NPCs. Are there guidelines on what the "critical" ability score mod should be for these NPCs (i.e. the one that boosts either economy, loyalty or stability) if you decide to create NPCs in lieu of any you may meet along your journey? (say for those with the Leadership feat)
I'm guessing the idea would be to use NPCs you meet during the game?
