What's up with the favor points? Is it still every other level?

You can still gain favor points every level; the problem now is that Z has limited the number of energy boosts you can keep in inventory to 10. If you have 10 or more energy boosts you have to use them up before you can gain more.

Also there is 25 Favor Point Link OMW.
