With your caveat of being able to copy images without text, and being Windows based...
I would have to say the best for you would be Adobe Reader 8.2. You will want to select Windows Vista as your OS.
If you just wanted a really good reader, and weren't concerned with image extraction, I would have pointed you to Foxit Reader 4. It can take "snapshots" of a selected area of the PDF, but you get the text, and everything else, with it.

Yeah, I can do the snapshot thingy already with Adobe Reader 9.
I was considering Reader 8.2 (and indeed selecting Vista as my OS), but I didn't know if there was a better product or if 8.2 would gank my Win7 computer in any way, since Adobe hates 64-bit anything... (ugh, Adobe!)

I've been using the current version of Reader on my Windows 7 64-bit system since 7 was released with no problems or complications at all.

I am using 8.2 on my windows 7 64 bit with no problem, I would suggest it for Image extraction.
I still don't understand why they took that capability out of 9. I refuse to upgrade due to that.
